General Structure


      Rocky Hill Volunteer Association (RHVAA) is a non-profit organization as defined under section 501©(3) of the federal tax code. Our membership is made up of volunteers who assist in all aspects of the association. From serving on an ambulance to teaching, administrative duties and general maintenance of the building.


      The Executive Board is composed of five (5) executive officers of the volunteer members who are charged with governing the Association. The Chief of Service is a three year term position voted on by the membership. The Chief appoints two Deputy Chiefs and two Assistant Chiefs that comprise the Executive Board and serve under the Chief.


      The general membership is made up of a wide variety of personalities and backgrounds. Some of the professions our members work in include Law Enforcement, Nursing, Public Administration and commercial Emergency Medical Services. We also are honored with the many students that become members, many of which will pursue a profession in the medical field.

The Association follows a set of By-Laws and Policies.





RHVAA receives funding through three(3) separate sources:

Patient Billing, Tax Monies from the Town of Rocky Hill and finally from Donations.


Patient Billing and Town Funding are utilized to cover operational expenses.

      Patient billing revenues account for the majority of the total operating budget. These revenues are collected by billing for patient transports and are typically covered through a patient's insurance company. The amount we charge for transport is set by the State of Connecticut. Some of these expenses include Ambulances, a Paramedic Advanced Life Support Vehicle, Radios, Medical Supplies, Equipment and Uniforms.

      Town Funding provides the Association with a varying budget which is used for maintaining vehicles, repairs to equipment and general upkeep of buildings and maintenance.


      Donations to the Association are typically from private citizens and vary in amount from year to year. These monetary contributions is placed into a scholarship fund with specific guidelines regarding its use. It is not directly applied to the operational budget.
